Yes, you still have to test. Texas dropped the annual safety inspection for most non-commercial vehicles, but Dallas County remains in the enhanced emissions program the TCEQ has run since May 1, 2002, alongside Collin, Denton, Tarrant and a dozen other counties. No passing emissions test, no registration renewal.
